What area does CB4 serve?
CB4 serves Manhattan's West Side neighborhoods of Chelsea and Clinton/Hell's
Kitchen. CB4's boundaries are 14th Street on the south, 59/60th Street
on the north, the Hudson River on the west, Sixth Avenue on the east
- south of 26th Street, and Eight Avenue on the east - north of 26th

How can I participate in CB4 activities?
All meeting of the CB4 and its committees are open to the public. A
complete monthly calendar of meetings (with agendas) is finalized the
beginning of each month (calendar). There
is also the possibility of becoming a public member or full board member.
A public member serves on a committee, but are not full members of the
community board. They are given the same rights as other committee members
during committee meetings, but their votes are not counted toward passage
of motions or letters.
How can I obtain an application for board or public membership?
To apply for board membership, contact CB4, the Borough President's
office or a Council Member's offices. You may be required to seek a
recommendation from your local council member, in addition to sending
the application to the Manhattan Borough President's Office. Applications
to become a public member are available at the Community Board office.
For both types of memberships, it is recommended that those applying
attend several meetings before applying.
What is the composition of the board?
The Board is comprised of up to 50 volunteer members who live, work
or have other significant interests within Community District No 4.
How can I suggest an agenda item for a full board or committee meeting?
Contact the board office about a specific issue or problem you wish
to address at a meeting. If appropriate, an office staff member will
then contact the Board's Chair or the appropriate Committee Chair about
addressing the issue with you in further detail.
How do I write a letter about a specific issue or concern and to
whom do I send it?
A letter can be e-mailed or sent to the Board office. The letter must
address a specific issue of concern and give as much accurate details
as possible. The Board office must receive the letter with sufficient
time before the full board or committee meeting so that is may be fully
considered.
Who is my City Council member?
There are two council members that serve areas within the district:
Hon. Christine Quinn represents Council District No 3 and Hon. Gail
Brewer represents Council District No. 6. District No. 3 covers the
entire Board area except for the area that is north of West 55th Street
and east of Twelfth Avenue - this area is within Council District 6.

What is Manhattan Community Board No.4's role in the granting
of licenses and permits?
CB4 is consulted on applications for Liquor Licenses, Cabaret Licenses
and Sidewalk Café Licenses, and Street Activity Permits. The
Board's Business Licenses & Permits Committee considers liquor and
cabaret licenses; the Transportation Planning Committee considers applications
for sidewalk cafes and street closings.
When an establishment wishes to apply, transfer or alter on-premises
liquor licenses, applicants are invited to a Business Licenses &
Permits meeting to discuss their plans. The Committee develops a recommendation,
but it is the full Board that votes to recommend acceptance or denial
of an application. The full Board's recommendation is then conveyed
to the New York State Liquor Authority (SLA), which is authorized to
grant liquor licenses.
Applicants for Cabaret Licenses are also invited to discuss plans with
the Business Licenses & Permits Committee. The Committee develops
a recommendation, but it is the full Board that votes to recommend acceptance
or denial of an application. The full Board's recommendation is then
conveyed to the New York City Department of Consumer Affairs (DCA),
the City agency authorized to grant Cabaret Licenses.
The Board's Transportation Planning Committee develops recommendations
on all applications for sidewalk cafés and street activity permits
for locations within Community District No. 4. Applicants are invited
to discuss plans with members of the Transportation Planning Committee
meeting. The full Board votes to recommend acceptance or denial of both
types of applications. The full Board's recommendation on sidewalk café
applications is conveyed to the New York City Department of Consumer
Affairs (DCA), the City agency authorized to grant Sidewalk Café
Licenses. Recommendations on Street Activity Permits are sent to the
Street Activity Permit Office (SAPO) which is part of the Mayor's Community
Assistance Unit.
How do I apply for a liquor or cabaret license for my business?
Applicants must send by certified mail a letter to the Board Office
stating the name of the establishment, the name of the applicant, the
address of the establishment and any other pertinent contact information.
Indicate in the letter the type of license the establishment wishes
to obtain. When an application is scheduled to be discussed by the Board's
Business Licenses & Permits Committee, the applicant will be notified
by the Board Office (except for renewals). Before fully considering
an application, the Board requires all applicants (except for renewals)
to complete CB4's Liquor License Questionnaire
seeking details about the proposed establishment's design and operations.
In addition, a public notice provided by the Board Office must be posted
in the window of the establishment.
How do I apply for a Sidewalk Café?
Potential applicants should obtain a Sidewalk Café License application
from the New York City Department of Consumer Affairs (DCA). Completed
applications are distributed by DCA to the Community Board covering
the location of the proposed sidewalk café. Once this Board Office
receives notice, the application is scheduled for discussion at a Transportation
Planning Committee meeting and the applicant is invited. The Board Office
requests applicants to post in the window of the establishment a public
notice indicating the number of tables and chairs of the proposed café.
The full Board votes to recommend acceptance or denial of applications
for sidewalk cafés. This recommendation is then conveyed to the
New York City Department of Consumer Affairs (DCA), the City agency
authorized to grant Sidewalk Café Licenses.
How do I apply for a Street Activity Permit?
Street Activity Permits are required to fully or partially close streets
for street fairs or similar events. Applications are available at the
Board Office. Applications must be submitted to the Board approximately
90 days before the date of the proposed event. The applicant, or a representative,
must fill out CB4's Street Activity
Permit form and attend a Transportation Planning Committee meeting
to discuss the application. Recommendations are developed by the Committee,
then voted upon by the full Board. The full Board's recommendations
on Street Activity Permits are sent to the Street Activity Permit Office
(SAPO), which is part of the Mayor's Community Assistance Unit.
How do I arrange to have a street tree planted on my block free
of charge?
The Department of Parks and Recreation coordinates all street tree plantings.
Applications are available at the Board Office. Due to a large number
of requests, once it is determined that a street tree is appropriate
at a location, it may take 1-2 years to have the tree planted. However,
trees can be planted individually by obtaining a permit from the Manhattan
Forestry Office (212) 860-1844 or by calling the One-Stop Tree Shop
(212) 360-TREE. The tree-planting season runs from March 15 to May 15
and from October 15 to December 15. For further information contact

How can I obtain keys for Bob's Park and dog runs?
Keys for Bob's Park can be obtained in the office and $2.00 is required.
Keys for the dog run on 10th Avenue at 39th Street may also be obtained
at the office and require a $25 check or money order made out to "Hell's
Kitchen Neighborhood Association". Proof of NYC dog license and

Keys for the Clinton Community Garden on West 48th Street between 9th
and 10th Avenue are available through the Garden's managers. Keys are
given to local residents only (34th Street to 59th Street west of 8th
Avenue).
